The Department for the Welfare of Senior Citizens provides universal municipal services and offers a wide range of solutions tailored to the diverse needs of the city's senior citizens (women aged 64 and above and men aged 67 and above).
The department aims to improve the quality of life of senior citizens, help them maintain their independence as much as possible, remain in the community while encouraging participation in existing community responses. Care is taken to establish and provide care, counselling and support services to senior citizens and their families at life junctures, in resolving issues arising from age-related crises, illness, decline in income, changes in family relationships and family status.
At the same time, the department is responsible for initiating, establishing and developing new programmes while creating strategic, organisational and professional partnerships with relevant and complementary departments, organisations, associations and government ministries, with an emphasis on programmes designed to alleviate loneliness.

Social clubs
Throughout the city of Be'er Sheva, there are social clubs designed for senior citizens to help them if they encounter loneliness, to help them form social connections, to integrate socially, and to exercise physically. These clubs are scattered throughout the city and provide a wonderful social framework for the city's elderly residents (Hebrew, Russian and Spanish).

Day centres
In addition to the social clubs that exist throughout the city, the Department for Senior Citizens' Welfare also enables visits to day centres designed for less independent senior citizens and assists them in their daily functioning.

Supportive communities
Today, there are six support communities operating in the city, providing a sense of security to senior citizens living in their own homes.
As part of the programme, senior citizens receive various services such as: connection to an emergency button, medical services and a neighbourhood father, who helps with minor repairs. In addition, a variety of social activities are organised.
